As part of its Child Protection Program, Little League International (LLI) requires all leagues and districts in the United States to conduct a background check, including a nationwide criminal search, a search of the National Sex Offender Registry, review of the U.S. Center for SafeSport Centralized Disciplinary Database and LLI Ineligible List. ELL utilizes J.D Palatine (JDP), which is LLI’s preferred provider, to conduct its background checks. A background check is required on an annual basis, based on LLI’s fiscal period of October 1 – September 30. Minors age 16-17 must have parents consent to a background check. Minors age 13-15 are not required to complete a background check; however, they must register themselves in Sports Connect as a volunteer in order to be covered by our insurance.

The safety and well-being of all participants in the Little League® program continues to be paramount, and it is on all of us to do our part to provide a fun, memorable, and safe experience each year. With the requirement of all volunteers to complete Abuse Awareness training each year, we are proud to announce the launch of the new  Little League International Abuse Awareness Training Course.

HEADS UP to Youth Sports: Online Concussion Training: Required per California State Law (CA HSC 124235), and has been clarified in 2024 as being required by Little League Western Region for us to collect the course completion certificates on an ANNUAL basis for all managers, coaches and umpires. There is no cost for this course. Note: In order to access the training you must create an account with CDC TRAIN. Please see How to Create an Account in CDC Train for instructions. Once you have an account and have completed the training, your completion certificate will be stored for retrieval/reprinting at any time. If you are unable to log in and retrieve your certificate, you will need to create a new account and re-take the course.

NFHS Sudden Cardiac Arrest Training: Also required per HSC 124235, and is also required for us to collect course completion certificates for all managers, coaches and umpires on an ANNUAL basis. There is no cost for this course. Note: In order to access the training, you must register with NFHS and "order course" for the state of California. Once you have an account and have completed the training, your completion certificate will be stored for retrieval/reprinting at any time. If you are unable to log in and retrieve your certificate, you will need to create a new account and re-take the course. 

California passed a new legislative bill, Assembly Bill No. 506, which is effective January 1, 2022, that requires a fingerprint-based background check for individuals (18 and older) who have direct contact with the players for more than 16 hours a month or 32 hours a year. Given the number of practices and games in our season, ELL has determined that this law would apply to all Managers and Assistant Coaches, plus any additional adults who help at practices on a consistent basis. Live Scan is operated by the Dept of Justice. You can find additional info at https://oag.ca.gov/fingerprints

• The cost of Live Scan will be covered by ELL. ELL will host at least one event each season. If you are unable to attend the ELL-hosted event(s), then you may request to get it completed at an authorized location and submit the receipt for reimbursement. 
• Only the ELL President and Safety Officer will receive the information provided through Live Scan. 

Please note that Livescans are not transferrable from another organization, so you need to perform this process for each applicable organization you volunteer with, but the good news is that this is a one-time requirement.

Also required under AB 506, and has been clarified in 2024 as being required by Little League Western Region for us to collect the course completion certificates on an ANNUAL basis for all managers, coaches and returning umpires who are age 18+. There is no cost for this course. Once you have an account and have completed the training, your completion certificate will be stored for 2  years. If you are unable to log in and retrieve your certificate or your certificate has expired, you will need to create a new account and/or re-take the course.
